[raster] Dynamic Background Workers

Description

PostgreSQL 9.4 introduces dynamic background workers (DBWs). These DBWs could help greatly in parallelizing operations on a single raster.

Ideally, a generalized implementation would be nice so that all ops could quickly gain parallel support.
