Description
The binary raster2pgsql misses a man page, which violates at least the Debian policy.

I have no clue how to write or check a man page. If you can provide a patch before 2.0.4 and 2.1.0 go out the door,we'll include in 2.0.4 and 2.1.0 releases. Otherwise this has to wait.
