document image generator broken

Description

It seems the include for TIN in addition #1898 to breaking shp2pgsql-gui cunit tests also broke the image magick image generators. The doc builder has been ahppily ignoring this and moving on. Unfortunately building from tagged version can't since the images don't exist.

I suspect the fix will be similar to what I did in

Summary: doucment image generator broken → document image generator broken

I'm not having any luck changing the makefile script for documents/image_src/MakeFile.in

to get the images to build. This is a serious blocker to releasing.
