Description
My mingw 64-bit was getting flying colors with topology last I checked, now I'm getting 2 regress failures:
st_createtopogeo
totopogeom
See attached. I'm going to try on my ming32bit chain next.

nevermind. I had redownloaded before repatching the string_buffer.c file again.

strange my mingw32 build is fine. Could be something else I changed recently in my configs or a dependent function.
