[raster] (Add|Drop) OverviewConstraints is not documented

Description

If one wants to make an overview from an existing raster layer using "ST_Resample ( ST_Union …" needs to use the functions addrasterconstraints plus addoverviewcontraints following raster2pgsql behaviour.

(Add|Drop) OverviewConstraints is not documented.
