libssl.so appears to be part of snapd/core on LUbuntu 22.04.

The default libssl in Ubuntu 22.04 is libssl.so.3. Would it be possible to build t-rex against that version of the library?

The deb package and the binary referenced in ​https://github.com/t-rex-tileserver/t-rex/issues/290#issuecomment-1174355300 are linked against libssl.so.3
