Add North Carolina subset for new GRASS7 installer

The new GRASS7 installer brings in 141MB (compressed) of sample datasets

Hamish 's installer script offers also the use of the smaller NC basic dataset:

# NC08 for G7 is 141mb; nc_basic_spm_grass7 is 50mb; Spearfish is 21mb

FILE="north_carolina/nc_spm_08_grass7"

We could also prepare another subset if needed.

Honestly, the Spearfish dataset is the worst case dataset... It is from 1987. I offer to package a north Carolina subset.

This issue is temporarily fixed and confirmed in [12107]. Waiting for an update to close.
