I added this translation in svn (r1114), and added a link to the corresponding exe on the main OSGeo4W Trac page. I have not modified the makefile to build the osgeo4w-setup-ru.exe since I can't fathom the automake magic.

setup.exe can contain multiple translations. The attached patch incorporates all existing translation into the executable and adds a german translation.

applied in r1117. New executable uploaded. Old executable move to .old-i18n.
Strangly the new executable - although upx --bested - is about 2M big.

I think you neglected to strip the executable first and didn't update the setup package.

But that setup only includes the English translation. Did you bootstrap.sh after svn update?
r1118 contains some more updates. I updated both osgeo4w-setup.exe and the package this time.
