python3-pyarrow added as required by qgis-ltr-common. Is it actually needed?

Recently python3-pyarrow has been added as required by qgis-ltr-common, while before it was only required by qgis-ltr-full-free. Is it actually needed for *-common packages? Shouldn't it be only required by *-full-free packages?
Currently python3-pyarrow is required by:
qgis-full-free
qgis-dev-full-free
qgis-ltr-dev-full-free
qgis-qt6-dev-full-free
qgis-qt6-ltr-dev-full-free
qgis-qt6-rel-dev-full-free
qgis-rel-dev-full-free
and
qgis-ltr-common
qgis-ltr-qt6-common
qgis-qt6-common
