OSGeo4W Setup fails to completely uninstall python3-pyarrow 0.0.0-1

After uninstalling python3-pyarrow 0.0.0-1 using OSGeo4W Setup, the pyarrow folder is still present in apps\Python312\Lib\site-packages\.

This prevents the user to workaround the side effects of #860 in order to make geopandas and pandas correctly work.

Removing the pyarrow folder in apps\Python312\Lib\site-packages\ is needed in order to workaround the side effects of #860 and make geopandas and pandas correctly work.
