Update osgeo4w libs and python version

Description

Some libs available in osgeo4w are outdated, like remotior_sensus and torch. Can you update them? Or how can i update them manually, updating in the environment used by qgis? Also, some plugins work better in python 3.10, but it's not available in OSGeo4W.
