Seems like the https://trac.osgeo.org/osgeo4w/ticket/654 https://github.com/OSGeo/gdal/issues/3284 is back with QGIS 3.22.3 (standalone installer).

Confirmed. gdal304.dll (gdal-3.4.1-1 gdal304-runtime-3.4.1-1 OSGeo4W v2) is not linked to jpeg.dll and jpeg12.dll.

The issue seems fixed with the gdal-3.4.1-2 gdal304-runtime-3.4.1-2 packages.
Anyway, is it normal/expected that gdal304.dll is now only linked to jpeg.dll and not also to jpeg12.dll?
