grass-7.8.6-8: GRASS 7 plugin not available in QGIS 3.16.16, QGIS 3.22.3, QGIS 3.23.0-Master (OSGeo4W Network Installer v2)

Installing QGIS 3.16.16, QGIS 3.22.3 or QGIS 3.23.0-Master from OSGeo4W Network Installer v2 the GRASS 7 plugin is not available and the following warnings are displayed in the Log Messages Panel:

The issue is related to the grass-7.8.6-8 package. Uninstalling that package and installing the previous one grass-7.8.6-7, then the GRASS 7 plugin is available and working and no warnings are displayed in the Log Messages Panel.
