qgis-dev missing dependency from qt5-tools (for Qt5 Designer and Linguist)

Description
qgis-dev-3.13.0-33 creates the shortcut link "Qt Designer with QGIS 3.13.0 custom widgets (Nightly)" in the start menu and puts the qgis-dev-designer.bat in the bin folder, but there is non designer.exe (nor linguist.exe) in apps\qt5\bin
qt5-tools needs to be installed in order to let the shortcut link launch Qt Designer.
