Update proj-datumgrid to 1.7

Description
The proj-datumgrid package was updated last week. The OSGeo4W package should be updated to reflect that. The updated grid package is available here:
http://download.osgeo.org/proj/proj-datumgrid-1.7.tar.gz
The updated package includes the BETA2007.gsb grid so the proj-beta2007 OSGeo4W package can be removed. The updated package also includes the egm96_15.gtx grid which can then be removed from the proj-vdatum OSGeo4W package.
