Description
SQLite 3.17.0 was recently released and the developers announced 25% better performance for the R-Tree extension(https://www.sqlite.org/releaselog/3_17_0.html).
It would be nice to have this version in OSGeo4W since GeoPackages use this extension for the spatial indices.
