Description
QGIS installed from http://download.osgeo.org/qgis/win32/QGIS-OSGeo4W-2.2.0-1-Setup-x86_64.exe, replacing previous 1.80 installation.
on load, QGIS produces the following error

Runtime Error!

OK
The program seems to load and run normally after this error is dismissed.

I'm also experiencing this issue. Last week I uninstalled qgis 1.8. I installed qgis 2.2 this morning. I get this error when the splash screen gets to "Restoring loaded plugins".
