Wrong (?) package cache directory

Latest 32-bit installer creates package cache in

http%3a%2f%2fdownload.osgeo.org%2fosgeo4w%2ftesting64%2f

while there is an exising directory, created by previous versions

http%3a%2f%2fdownload.osgeo.org%2fosgeo4w

And as result, it downloads already downloaded packages.

I updated osgeo4w to support 32bit (x86) and 64bit (x86_64). Above was a interim package that pointed to the experimental rep.

But that probably still re-download the packages to

http%3a%2f2fdownload.osgeo.org%2fosgeo4w/x86

or

http%3a%2f2fdownload.osgeo.org%2fosgeo4w/x86_64
