Garbled characters in Japanese environment

I'm testing the new installers. In Japanese environment, characters in the installer dialog are mostly garbled. The codepage declaration of res_ja.rc has been changed to 65001(UTF-8) in #1208, but the translations are still in CP932(SJIS). The encoding of the attached file is UTF-8 (based on res_ja.rc in trunk-rev1262).
