libtiff 4.0.2-3 is missing includes and import lib

Description
Please update libtiff package by adding includes and import lib. These were present in 4.0.2-2 version.
I use them for the generation of other OSGeo4W packages (otb, ossim, openjpeg...), so now I'm left with downgrading the package version. That's why I considered it a "blocker".

oops, removed 4.0.2-3. I tried to resolve the file clashes between libtiff-devel and libtiff and missed that it were actually different versions.
