Can this be changed to Osgeo4W Setup or something similar?

I have fixed three places that "Cygwin Setup" was used instead of "OSGeo4W Setup" in the source (r1093).
I'm not exactly sure when I'll be uploading an updated setup package, so the fix may not be immediately visible.
