Upgrade GRASS to 6.4.0 release

Nice to see grass-6.4.0 added to OSGeo4W. Thanks for the great work.

Would it be too difficult to find a way to have the OSGe4W tat.bz2 file automagically generated by running the script at ​http://grass.osgeo.org/grassh/grass64/binary/mswindows/native/WinGRASS-6.4.0-1-Setup.exe

and also the tarball for the nightly build generated by running the set-up script at ​http://josef.fsv.cvut.cz/wingrass/grass64/WinGRASS-6.4.SVN-r43715-1-Setup.exe

Jürgen: you can specify package names in the setup.hint file (so you can name the package 'grass-6.4.0')...I do that for the Apache package: see ​http://download.osgeo.org/osgeo4w/release/apache/setup.hint
