gdal, gdal-dev packages list tiff as a dependency, but tiff not available

Description
setup.ini lists tiff as a dependency for gdal and gdal-dev, but there is no tiff package available on the server (libtiff is there though): http://download.osgeo.org/osgeo4w/release/
