Description
Trying to use grass 6.4.0-svn3 from osgeo4w using Windows Vista, I get the following error message:
"The application has failed to start because libintl-8.dll was not found. Re-installing the application may fix this problem."
Are there known workarounds?
Is there a package from which I could install missing file.

I can find the file where you point in.
When I launch v.patch, I get an "User Account Control" Windows (Security alert). I don't know if this could be related to my problem.
I'm exploring potential cause.

r.patch and v.patch do not work on 32bit Vista: apparently Windows's security measures think that "patch" is a dangerous word. (see bug https://trac.osgeo.org/grass/ticket/759).

No idea...
this issue is fixed by using manifest in the wingrass-build-process.

assuming that the libintl-8.dll problem was also resolved, then yes.

libintl-8.dll is in the grass package. You should have it in
%OSGEO4W_ROOT%/bin
