GeoMoose Trac not sending notifications

Description
The GeoMoose Trac instance does not seem to be sending notifications to ticket reporters, owners, cc, etc. Is this something that can be done through the Trac Admin tab? Reading the Trac docs makes it sounds like this is done in the Trac.ini file, however, the docs didn't seem to explain how this would work with what I think are ldap OSGeo users. If you want to test, add yourself as cc to any open ticket or make a new ticket.

I have enabled a few things in the [notification] section and I think it should be working now. Could you test it?

I just got an email so it looks like it is working. I sent an email to confirm the reporter and cc people are working too. Thanks a bunch. Just got word that cc works too. I'll confirm reporter soon.

Can I get (privately perhaps?) the current Trac.ini along with the Trac.ini from some other OSGeo project's Trac.ini (that has notifications working)? I can look through it to see if I have any ideas.
We have a release coming up and lots of ticket activity lately (http://trac.osgeo.org/geomoose/report/9). Notifications would greatly help for this.
