New Mailing List: afossgis-organisers

Hi

As discussed on #osgeo irc channel, the osgeo-africa chapter will be putting on a conference for FOSSGIS targetted at African users and African solutions to African problems. It would be great if you could create a mailman instance for us to facilitate the organiser committee's activities.

The plan is to hold the conference annually so we would re-use the list year on year.
