New quebec-comite and quebec-conf lists

Description
The Quebec Local Chapter would like to have two new lists created:
1- "quebec-comite", for discussions between the members of the local chapter's steering committee ("Comité de direction" in French)
2- "quebec-conf", for the planning of local conferences and events
Alan can take care of creating them, provided there are no objections from SAC.

The lists have been created. dmorissette has been set as owner and should receive an email with the admin password.
