activate language selection buttons for anonymous users

I have enabled this now, but have not verified the state of translations or updated the wiki, so I don't actually know how much has been done. I did a quick check on the main page and only four languages have been translated so far.

I will post public notice to discuss list for helpers now too and mention the option is there.
