Occasional slow uploads to upload.osgeo.org

On January 8th 2025, around 15h15 - 15h30 UTC, scp to upload.osgeo.org from my machine in Europe was at about 25 KB/s for several minutes. A couple hours later it was back to expected normal (1.8 MB/s)

I've observed, for many years, sudden drop in transfer speeds (speaking here more about downloading from download.osgeo.org). That used to break GDAL github actions automated tests that relied on downloading test files from download.osgeo.org and thus timed out (so presumably from US based data centers). I'm not totally sure about the current situation, given that that I've finally moved most of those resources to github repositories.

Okay testing from US

wget https://download.osgeo.org/gdal/3.10.1/gdalautotest-3.10.1rc2.zip

download speed is 14.4 MB/s

Doing upload of a 124 MB file was going at 2-4 MB/s

The upload I recall being faster than that before.

I'll check from a european vm next.

Okay just tried uploading the same 124MB file from a server I set up in UK and upload speed was 28.5MB/s and took 4 seconds to upload the file. Though surprising the download speed was only like for that gdal file was only 6.87MB/s

So I guess not an all of Europe issue.

@EvenR -- which ISP do you have?

I'll try more during the day, could be because it's just too early so not heavy traffic right now.
