Nick Bearman given permission to manage users on osgeo.org

Jody Garnett gave me permission to manage used on OSgeo.org so I could allow new users to add Project pages. He is away currently, so asked me to make a ticket so the sysadmin committee knows about the change. Any questions, please ask.
