Discourse admin change: disable mailing list mode

Description
Mailing list mode results in a firehose of email from discourse as documented here: https://meta.discourse.org/t/what-is-mailing-list-mode/46008
Which cautions:
you might set it as default if you want your end users to get regular notices of all traffic in all categories, by default.
And:
hilariously, if you’re just “watching” a topic, you’ll get all the emails, with context, and you won’t get your own posts.
With this in mind I would like to disable the setting, so it is not available to trip up new users.

I have disabled mailing list mode and confirmed the option is no longer visible when reviewing my user email preferences.
I also lots of sensible settings here that would be good to review.

For anyone who had enabled mailing list mode - they can no longer access the setting to opt-out!
Indeed the setting only hides the user interface, rather than turn off the functionality (classic solution to unwanted feature).
To address:
- Use admin settings to re-enable mailing list mode option for everyone
- navigate to their user preferences, email, and and uncheck mailing-list mode
- return to admin settings to disable mailing list mode again.
sounds like a good idea to me. I'd go for it and anyone can complain here if they have issue.
