upgrade heisenbridge on matrix to use Python 3.9

Description
As mentioned in #3232, I upgraded matrix to bullseye, but couldn't run the autoremove step cause they it would remove python 3.7 which heisenberg is using. I think the next step is to rerun the ansible matrix role, to rebuild the heisenbridge venv and patches.
Then apt autoremove should be runnable without catastrophe.

I've re-deployed the ansible playbook after getting rid of the virtualenv. Ansible re-created it.
The patch was removed from the ansible playbook:

As part of this heisenbridge was upgraded from 1.7.1 to 1.14.6
