Migrate SAC infrastructure documentation to git repository

Description
Today Gitea was down, as it often happens I had to look up information about which container/host had Gitea running. Doing so currently requires looking up the wiki documentation, starting from https://wiki.osgeo.org/wiki/SAC_Service_Status
All is ok, except.. what happens if the Wiki itself is down ?
For this reason I'm thinking we would better have that "map" of infrastructure live in a git repository, so that all SAC members (at least) can have a clone of such repository and they can also keep sharing it directly should the git hoster fails too.
I would make such repository public, like the wiki is public. And I'd keep it a _single_ git repository, so it is easier to clone.
The wiki pages could then be updated to just point at the official git hoster to lookup state. If the git hoster is down we can still have our own clones working.
