discourse does not allow duplicate titles

Description
I had run into this issue a couple of times. One was with trac and another was when trying to post to multiple categories.

I also saw this issue when someone was replying in a list and for some reason the email did not get threaded to the original.
I found the setting that controls this in admin panel.
Allow topics with identical, duplicate titles.
and have checked it. By default it is unchecked.
