nextcloud documents some open office not openable

Description
Some of the newer systemadmin open office contracts (including our template) are giving errors when trying to open in nextcloud.
The older contracts seem to be fine though. I'm pretty sure I checked this after I switched from onlyoffice to collabora and it was working. So perhaps something broke with an upgrade after or move to osgeo9.
I'm going to try to reboot first to see if that works.

I think I fixed this already with permission changes

okay restarted but that didn't help and also copying a working document and opening that didn't work, so something else is wrong.
