Move nextcloud.osgeo.org from OSGeo7 to OSGeo9

Description
As mentioned osgeo7 has been acting flaky lately, and also its still on ubuntu 20.04, so will want to move things off before I upgrade it to Ubuntu 22.04.
Next on list to move is nextcloud, which I plan to move around 2AM UTC 5/13/2024 tomorrow.

nextcloud.osgeo.org is now backup on osgeo9. Please put any issues you run into on this ticket.
I still need to do some close out processes like removing it from osgeo7 and updating the wiki.
Note - I also renamed the instance so now it's just called nextcloud instead of nextcloud-ubuntu.

cleanup tasks completed which were:
1) Change osgeo4 backupscripts via ansible to read from osgeo9
2) shutdown nextcloud-ubuntu on osgeo7
3) delete certs with certbot delete and remove site from osgeo7 nginx
4) Update wiki.osgeo.org: https://wiki.osgeo.org/wiki/SAC_Service_Status
Will start the nextcloud move in about 15 minutes. I'll send a note once completed.
