Upgrade weblate to 5.4.3

Description
We are currently on 5.3, and 5.4 came out Feb 12th and 5.4.3 patch update just 4 days ago March 26th.
Not too many new features from 5.3. https://github.com/WeblateOrg/weblate/releases/tag/weblate-5.4
Key ones seem to be
Better improvement in AI translations (which might help some of the annoyances we have run into with xml tags being translated).
Lots of work to help with syntax highlighting and general formatting.
