Setup discourse category sac-announcements for system notices

Description
When system services go down, it was discoursed it would be nice if we had a central location people can subscribe to for such notices.
This will not be as voluminous as our trac, and would be more focussed than discuss and projects which I currently send these kinds of notices too.
I'll still be sending in future to those places too, but this one would just be for these kinds of notices and also announcement of new services we are providing so people can know about them.
One benefit of having it on discourse too is people can subscribe to it via activitypub too or email.
This category will allow people to reply, but only admins will be able to create new topics in it.
If people have objections, let me know. I'm planning to set this up sometime tomorrow.
