Before anyone could send to sac-tickets@… including people with no account.

okay this is weird text flowing thru discourse is now randomly bolded on this ticket, maybe it's putting email in subject line. Going to change that

Okay it appears my change broke notices going to discourse. Discourse is rejecting them with messages like:
We're sorry, but your email message to [] (titled Re: [OSGeo] #3063: Disable imported lists to discourse before end of January 2024) didn't work.
Reason:
Title has already been used
If you can correct the problem, please try again.

I reticked the box that says "Category Mirrors a Mailing list" to see if that fixes the issue.

Actually this is fixed by not allowing annonymous and registering trac as a user. True non-anonymous can send, but I'm not so bothered by that
@strk sadly. I think admins can always send. Before I added trac to the allowed list, it couldn't send, but I can't test cause I'm an admin. I'll try to test as another account to confirm later. But at least no anonymous senders are allowed anymore.
To setup , I had to change OSGeoTrac to non-staged and activate it and then add to service-accounts group and only allow that group ability to create and reply to topics in sac-tickets.
