libtool on upload.osgeo.org is old

Description
A more recent version of libtool would help in allowing libraries bundled on upload (like GEOS) to be more platform compatible. Just moving to the latest 1.5 would help <http://ftp.gnu.org/gnu/libtool/libtool-1.5.26.tar.gz>. Current version on upload is 1.5.16

I have upgraded libtool to 1.5.26 on xblade14 (upload.osgeo.org). Note this libtool is installed in /usr/local so ensure this is in your path.
