added support for push-mirror, which will be useful for postgis case. Right now strk has a git mirror script for that to push to github and gitlab. Will be interesting to see how this works.

Also included changes to configs committed to master at https://git.osgeo.org/gitea/sac/gitea-config
and also tagged the deployed version to https://git.osgeo.org/gitea/sac/gitea-config/src/tag/production-deploy-2023-02-20
