Create lxd images for ubuntu-22 and ubuntu 22 with docker jammy — at Initial Version

Description
Right now we have images for ubuntu 20.04 on osgeo9, but that will soon reach EOL.
Building 2 more using ubuntu 20.04 (jammy) including one with docker.
I have the script in the ansible https://git.osgeo.org/gitea/sac/ansible-deployment/src/branch/master/deployment/roles/images/tasks and refining them now.
Once I have built the images, I will check in my final script.
