If I recall it's a python wsgi application. I recall fixing it years ago, but don't recall what I did, probably a gunicorn service or apache wsgi module.
Best to just ask for someone like Hobu to rebuild it, tagging on this ticket but keeping closed.

Should be back up now. I think it did that too last time when i rebooted the server that service running on old-projects did not come back. I just manually rebooted old-projects again and it came back.
I recall Hobu wanted to resetup spatialrefence.org on a new server, but we seem to have lost that thread. I'm not sure what all the moving pieces are in old-projects that make it work, if I knew I could reset it up on newer infra. old-projects is planned for decommission.
