Reconfigure OCS for use as primary FOSS4G portal

OCS is by default set up in hierarchical manner where one Conference has multiple entities called Scheduled Conferences. In this scheme FOSS4G is the Conference, where as 2008 and 2009 as two different Schedule Conferences. There is some tweaking needing to be done to make these work a bit better.

• Much of the Conference level site settings were completed by the 2008 team and need to be generalised, with the specifics kept at the Scheduled Conference level instead.

• Apache mod_rewrites need to be made to handle the various domains that will be used. The current instance is set up as conference.osgeo.org. To use FOSS4g.org, foss4g2009.org fully, we need to do a few rewrites and OCS config settings.

New HTML front page for FOSS4G is done: ​http://www.foss4g.org - though specific OCS instances are still available and linkable off that site, as was as a bunch of other archives from other events.
