Description
I had a meeting with FOSS4G 2022 organizers today and they decided to use pretalx for conference management.
I'm almost done setting it up on osgeo3 and will pass off to them to test out.

Per request I'm going to change the app url from pretalx.osgeo.org to talks.osgeo.org since that is clearer the intent.
