Create content type for SPOTLIGHT entries

Description
In order to effectively handle lists of content like the Community Spotlights, we need to create a custom content type for such things. In essence this means creating some fields for capturing the information and some simple 'views' - php templates for visualising the lists of entries.
Marking this as major as it is holding up modifying the layout of the front page of site.
- Started on this - entry forms are now available for testing by most users: http://www.osgeo.org/node/add/content_community_spotlight
- Test page for viewing entries is here, without any formatting yet: http://www.osgeo.org/spotlights2 - the URL is just temporary

- Main remaining issue is that custom types cannot be as simply rendered with teasers, some discussion here: http://www.contractwebdevelopment.com/cck-teasers-without-hacks

and shown on the front page now.
