Description
This is in preparation for work on #165. We have a MediaWiki contractor - NicheWork LLC that has submitted a signed statement of work. Alex, Regina, Sandro have reviewed and approve of the statement.
He has an osgeo ldap account already - hexmode
and has registered his SSH Key on it.
Once OSGeo President has signed the SOW, I will move forward with giving him root access to dev.wiki.osgeo.org and refreshing the dev environment with latest wiki prod.

running into minor technical difficulties adding hexmode which I am troubleshooting. Has to do because I had him add his ssh key because I added him to shell group.

fix technical problem at https://git.osgeo.org/gitea/sac/web-cgi-bin/commit/32c920ff6f4d324716c2225d3e8251a664f8e77b - hopefully doesn't cause other issues.
