Plan 2020 budget

Now that 2020 is rolling along, we should start thinking about the budget.

I noticed while I was in Pairs that the following will be expiring this coming year

foss4g.org - Dec 2020
openlayers.org, openlayers.net - July 2020
proj4.org - Oct 2020
tilecache.org - Dec 2020

So we should include those

On System Admin stuff - didn't get thru all the things I wanted to do - old-webextra is taking me a bit to remap all the sites.

Still need to upgrade/rebuild the old things like old-wiki etc. So that alone will require another system contract.

Then there is the remapping of wiki to use LDAP and support of LDAP ssh keys. Not sure the level of effort there.

The board would like draft budget request by Dec 30. I don't see us having a meeting before then so let's try to at least have a draft via email and wiki editing ​https://wiki.osgeo.org/wiki/SAC:Budget#2020

I've amended the figure in ​​https://wiki.osgeo.org/wiki/OSGeo_Budget_2020 with the totals we have so far. Main change is I added travis which we agreed should fall under SAC budget.
