Machine translation

Description
On pgRouting, OSGeoLive and recently on QGIS, the machine translation that was used for helping the translators this last 5 years, was my son's azure account. But he is not going to renew his account.
I looked around and found this one:
https://aws.amazon.com/translate/pricing/
If OSGeo has an account it can be used by all of our projects and community projects for translation.
Steps:
- add it to our budget
- get approval
- get the account and set up for the projects:
- the ones that were using my son's account
- announce in discuss or projects mailing lists if they need to use it for translation, to open a ticket.

Can you get stats on our past usage? And/Or estimate our expected usage from current projects so that we can get an idea of how much to budget?
I don't think we have an AWS account yet, but we could make one. Also if anyone has alternate solutions we should consider please reply with those now before we make a decision.
