Description
The LOC decided that we'd like to go for a private mailing list for the program committee.
For those fearing transparency issues. It won't make things less transparent than in previous years. When I was involved in the program committee, we mailed people of the program committee directly and had discussions during synchronous meetings.

Hi, I removed and recreated the list
- https://lists.osgeo.org/mailman/listinfo/foss4g2019-program-priv
- No show on the mailman public lists page
- Archive only available to scribers
- Subscription only by admins approval
- Volker and Codrina as admins (will send details separately)
